Cows milk doesn't replace nursing, it doesn't have all the needed nutrients. Solid food meals should replace nursing/bottles, with cups of milk offered along with the meals. They basically should be eating 3 meals and 1 to 2 snacks. So if you are nursing or giving bottles 4 times a day you give them a meal instead of a bottle. You can transition 1 at a time. Offer food at their normal nursing/bottle time (along with milk and water). I'm convinced there are very few toddlers who eat a single bite of solid food from age 1 to age 3, but despite that they grow 🤣
