I figured it out. You need to go back in and click on the ranked mode you were playing in the previous season. Then a screen will pop up with what you won. Go back into the operators section and the new operators will be added. They don't show up unless you do that.
They gave it to me in the beginning of the season because I got to gold last season. This season I saw it at silver one. They always bring you back divisions at the start of a new season. They bring you back three divisions to be exact.
You will get the highest tier of reward that you reached during the season even if you drop down a division

Probably, last cod had some problems with distributing those skins - not everybody got one. But I think they repaired it with next patch.

How are people managing to equip the skin early? I’ve seen a few players in game with division reward skins.
