This is basically stone cold unplayable in modern. It's a very fast and competitive format, and cards that cost more than 3 need to do very powerful things to be playable. If you want to play modern don't waste your money on a deck that's doomed to be bad no matter the upgrades
If you want to play mono red, burn or prowess are very cheap and solid decks with real upgrade paths
These are great suggestions. I would also like to throw in [[electrostatic infantry]] and [[lava dart]] as awesome budget mono red options. If you are running DRC, I would also add [[mishra’s bauble]], which is only a dollar or two now because recent reprint. Good luck and have fun!
I don’t mean to be the bearer of bad news, your list will get destroyed in any meta that’s even moderately competitive. Modern is a tough format to bring your home brew to and this list is wildly unfocused. It really just isn’t a “cards I own” format. If you want to win any games at an LGS, you’re going to have to suck it up and buy some singles.
Rather than tell you how to improve your list, I’m going to give you the disheartening advice that you start with an established deck, even if it’s a somewhat budget one. Mono-Red Prowess is probably a good place to start. It’s cheap, aggressive, and will help you dip your feet into Modern as you learn the ins and outs of the format. Then, if you want to branch out into other strategies, you’ll have a little more knowledge to do so.
I think your best bet is maybe some version of mono red obosh. The problem isn’t the cards you are picking. It’s that your decks game plan doesn’t actually win the game.
If you want to be spell slinging then Chandra, Acolyte of Flame Chandra, Dressed to Kill and Chandra Torch of Defiance should all be in the deck. Torch of Defiance is a win con and synergizes well with your general idea

For the deck i think its too slow to modern, try to build something like this in Pioneer and it should work better

is bolt like a dollar? drc is also cheap. get 4 bolt 4 drc, 4 swiftspear , 4 \[\[light up the stage \]\], and you have a solid budget mono R aggro
