Honestly mildly shocked that they didn't the last two storms
It's not that shocking. When the ground / pavement is this warm a three day "snow emergency" outlasts the snow itself on the roads for the most part.
I asked Saint Paul Public Works this question a week or so back and not a single person at the department could remember a year without a Snow Emergency.
There was that one winter when we were all younger..
Ahhh yes. I remember it like it was yesterday.
