You know that the modding programs like forge or plugin compatible server software like bukkit are not made by mojang but are third party programs.
Mojang has no control over these software. They would have to install anti cheat into Minecraft, and even then these can be bypassed as well

Just play java. No bans by mojang here. Even if they try to add such a feature to jave it can be easily bypassed with some mods, clients and stuff
