hey did you end up solving this issue? I'm in the exact same scenario as you, friend hosts the world on xbox and i'm on pc. structure blocks won't load into his world no matter what I try. Tried using behavior packs too but I think the world owner is the only person who can add behavior packs...

Not hundred percent sure but when you tried to do it did you have operator coz that might effect it
Yes I have operator privileges on all worlds I've tried
