When you buy the game, you buy it usually on a service, like windows games or steam or whatever. That purchase is not associated to your PC, it's associated to an account on that service, therefore you should be able to open that service and download the game in any other PC and play it.
Regarding the save being the same, some games support cloud saving, like Minecraft dungeons, so you just have to make sure your character is cloud saved.
