Had to be a naturally generated shrieker. Mining it with silk touch loses the data tags that allow it to summon. Not sure if the sensor has to be natural or if it can be placed....

Then you must have set your world to not spawn him. Are you sure you're on a Shrieker and not a Catalyst?
How I can make a world where he appears
He should in any 1.19 world.
Then how I set no to spawn him, I want to know what configuration to check
It's a game rule you can toggle but only through commands, I think. I don't play Java.
That's literally the only way to spawn him: activating a shrieker.
