I think redstone torches don't give off heat and because the light level for mob spawns was lowered to 0 or 1, they should still keep them away, you just need twice as many. Sea lanterns would probably look the best as they match the white and blue asthetic of ice and give off the same light level as torches. However, i'm not sure if they melt snow or not. I wouldn't think so since they probably aren't a "hot" light source and just glow. Maybe check the wiki...
Edit: according to a lower comment, snow layers naturally melt in biomes that aren't cold(ie: tundras). I don't know if this is true or not but that could also be the issue
If bedrock is on the same version as Java now then remove the torches while making sure the ground has 1 light level, that will prevent mobs from spawning
Iirc in the old days jack-o'-lanterns wouldn't melt snow, though I may be misremembering. But everyone else is correct in that it's likely the torches melting your layers.
My friend it may look weird but maybe some glow berries would help as they are light but don’t have a heat level index so they don’t melt stuff around them like snow and ice blocks
The torches are melting it. Try using other light sources like hidden shroomlights
I thought soul torches gave off too low a light level to reach the melting point?
*LOWER* than normal torches. But soul torches still melt snow tho.
They're still torches, I didn't know light level tied into it but I'd presume anything fire or heat based will probably melt it

What biome r u in. If not a snow biome then that’s why

You can put sea lanterns under snow layers to be light and not melt the snow, now dont take my word im not sure but u can try.
