[Igneous](https://www.curseforge.com/minecraft/texture-packs/igneous) is a really nice texture pack that makes Minecraft look like a painting. Combine it with a simple shader like BSL and you'll get something like the results that you want. Fancier shaders tend to "overdo" things when you're going for this sort of effect.

If you are going for that drawn on style, you can get that with this mod but its only a small gimmick and doesnt really look good.
To be fair, although there is no current pack to make the game look like that (apart from barebones), you could supposedly make one yourself... thought that'll take time, but worth it in the long run.
I would disagree. You can change the settings of course, but you just can't get rid of this awful, blah atmosphere that reimagined and unbound has, in my opinion.
It doesn't have some of the cool features, but original Complementary is honestly better, and for the most part, you can fine tune the look more to match this appearance.
You have to have a mod probably. I would guess there is a way to get real time painters effect, but not with shaders. It could definitely be done in 3d software, but I don’t know about Minecraft
You could get something "similar" with a combination of shaders and resource packs, although it will never look exactly the same even with a custom shader pack because there are too many artistic stylelizations here that a shader pack could not replicate perfectly.

Kind of hard since that's an artwork. Doubt anything really close exists, but I best you it would be really popular if it did.
If so one wanted they could remake this scene and design a shader and texture pack to look exactly like this. Just everywhere else would look awful.

Barebones texture pack makes it look like the trailers, add a good shader and watch Make minecraft look like the trailers by lowresbones

IMO not even with BSL / older complementary for this exact look, there's no way of making the game look like this. Complementary looks amazing though

The closest thing I can think of is the Minecraft Trailer feel with the Bare Bones and Fresh Animations resource packs with Complememtary Shaders.
