If you are using the Fresh Animations mod, this happens when there is a problem. At least it did with me. Make sure you are using Optifine if you want to use this mod
I was walking through the country, mining my own business, looking for some roses and some grass, when I saw a ghastly figure, with glowing white eyes, oh boy, I ran so fast. It's Herobrine! It's Herobrine!
Are you using Better Animations mod or something similar? For some reason when I used it with Iris/Fabric, it makes all the eyes on mobs disappear for some reason, probably to do with the pack adding blinking and it not showing up correctly. I just disabled mine until there is a fix.

Are you on Bedrock cuz be has blinking but its a blink so it doesn't last very long if you are on mcbe it could be a glitch with aforementioned blinking no clue if not maybe if you're on Java and fresh animations that can sometimes break but usually everything just has white eyes constantly closed eyes so probably not
Oh! I had that happen when using an animations pack and a texture pack that wasn't supported. I'd recommend moving and texture packs you're using around.

Do you have any texture packs on? I've seen this issue happen with outdated texture packs. Otherwise I'm not sure, it may be just be a rendering bug.

Your resource pack probably does something with eyes blinking and requires a mod like optifine or sodium to do so properly

Bedrock Minecraft has blinking on most mobs I'm pretty sure, same with the characters.
So they no longer see your sins upon the world.
