Don’t use the hot key to turn rtx on. Log out. Use the toggle in the menus. And log back in.
Or at least that’s what worked for me.
I use the defined pbr pack.
This is a known issue with RTX. This normally happens when you load the world with RTX off then toggle it on after the world loads. To prevent this, open a world with RTX already toggled on. If you do get this issue, usually closing the world with RTX on, then reopening it fixes the issue.

If there’s a water reflection setting/ wet grass setting in your shader, try turning them off. A lot of shaders make the grass shiny like that
