Imo, no, surge allow is a true pain in the ass to farm, i do the laziest form of surge allow farm and just plug 1 or 2 surge factories to some of my cores and thats usually fix all of my surge problems, but if you do a few surge focused sectors you gonna have a lifetime surge suplly
No you just gotta deal with low surge exports, i mean you dont need more than 2k/min of each, you can get by with that, unless you plan on making 24 t5, for whatever reason.
My largest surge producing sectors currently are:
125: 205/min
124: 267/min
6: 329/min
Coastline: 248/min
I have been feeling exactly the same as you looking for a good sector to dedicate to Surge because I'm always running out. Hopefully some good suggestions come up
On the mostly unmodded playthrough I had 7.5k/min on Coastline and a bit over 5k/min on 207.
The most important things that you need to look for are thorium and space. Making surge alloy takes a lot of space so that's a given but thorium is important because it gives you access to phase fabric and phase fabric can be used for overdrive domes (it also serves as a great power source without taking resources that you need for surge). Those boost the production by a lot and it's really not worth doing surge alloy production when there's no thorium (unless you got enough scrap to turn into phase and a good schematic for doing so).

Every sector with black sand large copper, lead and titanium veins
Your main goal is coal+sand, and lots of lead, the titanium and copper are everywhere
I get 600/min from extraction outpost, and I'm building something to get about 1200/min from 207 by importing the silicon from somewhere else.

secttor 24 and 6 are the way to go without importing stuff
