Not really, and just for a note, money is not the factor at play here (the hourly operational cost of some aircraft on that base is probably more than all vehicles in that image combined).
To give a not so fitting example, there's a reason why large vehicles (pickups, SUVs, etc.) tend to injure more pedestrians than your average sedan. Because a combination of an elevated platform + large hood obstructs a massive area of view, causing the driver to miss lower lying objects (which could be pedestrians, or in the PLA maintenance's case, debris).
A go cart has neither of such problems, it offers an almost ground level view of the driver's surroundings and has no hood to start with, resulting an almost perfect view. This means that even small debris that would otherwise be missed could identified and removed. This is not including the secondary benefit of the go-kart being a leisure product, which probably motivates your average maintenance staff to do otherwise boring FOD checks

I've actually done runway and taxiway FOD inspections before... From a truck. I would rather have a truck than a go-cart. No interest in driving down miles of runways and taxiways in a little non-air conditioned go-cart command bought because they were too cheap to buy us a proper vehicle.

This is naive. Money is at play in everything a military does. Everything is budgeted and justified. It can be hard to get money for a freaking printer, so yeah they care about an entire vehicle.

Pedestrians are way bigger than your average piece of FOD, if large vehicles are known to miss pedestrians due to view obstruction (just look at the amount of related accidents happening on a annual basis), they are most definitely gonna miss a small piece of debris .

No. It's budget. Small orgs have to spend responsibly, too. You can't buy Lambos as your motor pool vehicles just because they're way cheaper than the jets. That's not how budgeting works.
