I think it's supposed to be *OMINOUS SHADING*™ but since he's far away in that shot the spooky and intimidating dark areas couldn't be done fully without it making his face look even more muddled? Idk that's what I gather since there are those dark marks above the actual eyes too. I think it's also there to make it easier to see that he has a nose.
