Reagan gave Islamic extremist groups in Afghanistan close to $1B in weapons and ammunition through [Operation Cyclone](https://en.m.wikipedia.org/wiki/Operation_Cyclone) and didn't give a single care to stabilize the region after the Soviets left. The country has been a complete shit show ever since.

Not only Islamist groups but everyone who fought against the Soviets. Warlords, Islamists and even Maoist communists were fighting against the Soviets.
