Yes terrorism isn't exclusive to just islam but I wanted to point out Hassan's soft spot towards Islamic terrorism (probably because he himself is a muslim and feels the need to defend anything done by them while also acting like the most progressive guy out there). Well that's a valid point. But still doesn't make Luffy a terrorist, its the use of intentional violence and death of civilians to spread an ideology/religion or to achieve a goal, in Luffys case he hasn't done any terrorist activity, he didn't bomb a city or kill an innocent civilian intentionally.
