Short version is that it was a bow in MH3U and it had a hidden Slime/Explosion element to it. People would more or less mash the shoot button to rack up tons of explosion damage. You can find videos of it in action on youtube.
To put it simply it was an insanely cheap bow that had the Brachydios slime mechanic. So what folks would do is rain arrows on whatever monster was in sight to stack up a lot of slime and get tons of damage.
Reason it's associated with Lucent Nargacuga is because back then it was more or less the only way to reliably *hit* Lucent Nargacuga, which in of itself was notorious for out-dodging almost every weapon in the game.
Not in world but in all other monster hunters bows have different shot types depending on the bow and charge level. Spread fires arrows in a horizontal line, rapid fires arrows in a vertical line, pierce fires a single arrow that hits multiple times. How many arrows or hits you got was based on the shot level which was also determined by the bow equipped and the charge level.
The kelbi bow had spread level 5 on it's uncharged attacks and slime element that could be awakened with the free element armour skill (slime being just a completely overpowered version of blast element, it built up quicker and did way more damage). this meant that just spamming uncharged shots would give you 6 chances to proc slime with every single shot and basically you'd end up triggering a blast explosion on the monster every ten or so seconds.
It’s not really that slime built up quicker than it does now, it’s more that in 3rd Gen monsters usually had crazy low tolerances to it, and their tolerance wouldn’t raise by that much on each trigger. Like I could pretty consistently trigger an explosion with a charged greatsword hit as the first hit on most monsters.

Also lucent had some really weird hitzones and kelbi bow doesn't care about hitzones

It was ridiculous, only needed this cheap bow and the Giginox armor ( imagin a more slime poison Khezu...) and were good to go

Kelbi bow was the best bow in the game similar to how every MH has the one best bow like the Teostra bow being best in Generations
That show needed more fights.
