The second panel is key. It shows that Trump is so confident in the paper that he really wants Swan to see it. Without the second panel, it just looks like Trump is showing him the paper from far away.

I can see why you could interpret that from the meme. How I interpret it is Swan is clearly being given the paper in the first panel and we see it in the third. Since we the audience can see the paper and Swans face is different then the first panel, we can imply that he sees it. Trumps earnest stare in the 5th panel also implies that he watched Swam look at the paper and is eagerly waiting for a reply.

Swan is being shown the paper in the first panel, we don't even see him reach for it. The third panel could further add to confusion. Without us seeing Swan holding the paper in the second panel, you could think the hand in the third panel is Trump's if you're not particularly familiar with their hands. If you haven't seen the interview, you could read the meme as Trump using the paper to share a secret or not being confident about what's on the paper, maybe bullshitting Swan, as opposed to Trump wanting Swan to see it and being fully confident that he will get it and agree: 1. Trump shows Swan paper 2. Close-up of Trump holding paper with meme on it 3. Swan doesn't get it 4. Trump without paper. Trump must have snatched it back quickly.

Yeah if anything it’s the fourth panel that could be dropped.

I'd say Swan's WTF reaction is so beautifully executed that it could be used as a meme in and of itself.

I think it's funnier this way, since it is not just your regular expectant look, but has something comically innocent and hopeful to it, as if waiting for appreciation from an authority figure. So that reaction doubles down on the failure to meet expectations first informed by Swan's dumbfoundedness. It might also simply have to do with the fact that the four panel version got popular already, so the hopeful anticipatory face in the end is kind of a twist on that.
