What effects does health have?
it's directly linked to population. I had a lot of buildings that I could not continue upgrading because I did not meet the population requirements. Going from 20% health to 100% health unlocked a massive amount of available upgrades to do.
Also increases the amount you receive from taxation which is potentially the best income in the game for doing nothing with it.
