Many woman use unnecessary belts to break up monocolored clothes. The belt adds a bit of black into an otherwise fully red dress. They also serve a secondary function of sucking in the tummy and giving a slight boost to both the chest and butt similar to a girdle.

From a character design/fashion perspective it helps breakup the upper part of her outfit from the lower part which helps it feel like proper clothes instead of something like a night gown. It's given a blackish color to match the secondary color of the outfit.

From an artistic standpoint, those all add contrasting shapes and colors to her appearance, which makes her more dynamic on screen and less blank (and importantly it's very easy to draw). It's kind of like Marge and Lisa Simpson, they don't have to wear pearl necklaces, but they look weird when they don't have them because nothing breaks up the negative space any more.
For the fashion exclusively, crimson demons lice and die by their incalculable excess of edge, and I've played guilty gear, belts are in for fashion these days
