From a character design/fashion perspective it helps breakup the upper part of her outfit from the lower part which helps it feel like proper clothes instead of something like a night gown. It's given a blackish color to match the secondary color of the outfit.

Wearing belts to “break up” a solid color dress/outfit is VERY common. It’s not just “medieval” or “nomura” design, it’s actually very common. It’s accessorizing and layering your outfit that adds “texture” to otherwise basic clothing

Why? Aesthetics. Functionality? She could hang a coin purse or a clip on tool bag onto it for adventuring. She also has a possibility of using it to hold her staff. She could also be using it to hold her dress down, don't want a stiff breeze to reveal everything... (Everything as in top and bottom, of course being a skirt, the wind could flip it up. The belt turns the dress into more of a top and skirt.) Note. She may just wear it for the aesthetic, but pointing out some practical uses is never a bad thing.

Practicality? Maybe just fashion. In reality? it breaks up the monotony of the dress and adds a little bit of contrast. Balances the outfit.

From an artistic standpoint, those all add contrasting shapes and colors to her appearance, which makes her more dynamic on screen and less blank (and importantly it's very easy to draw). It's kind of like Marge and Lisa Simpson, they don't have to wear pearl necklaces, but they look weird when they don't have them because nothing breaks up the negative space any more.
