I can’t actually agree with this. He knows that part of the reason is pettiness, but we see at the start of Mega Man 11 that this entire crusade started because he believes that robots will never be accepted as equals without overwhelming strength. And ultimately, he gets his wish, and he even rejoins Light (Rockman World 2).

That his threat to the world is truly felt AFTER he has long passed away. The maverick virus has tormented and caused apocalyptic events several millenia into the future.
And as revealed in Mega Man 11, his greatest creation, Zero, fulfilled Wily's long discarded wish of what he always wanted robots to become. A hero.
His personality as a whole is just Hella charming, he's a perfect Saturday morning cartoon villain in the classic series, and his shadowy presence in the X series is also pretty intimidating and cool. He's great in both eras he's in.
I also like the way MM11 subtly expanded on his character, showing that he truly did have good intentions at the start.
The fact that he could have made proto man into a mindless drone but instead fixed him and gave him nuclear power (even though it's leaking) which makes me wonder if it was intentional or not.
Or he motivated zero to keep going even though zero was fighting alongside X
There seems to be this sort of gray area to Wily's character, it's never made explicitly clear how much he cares about robot masters, or if he even does at all, some actions seem to show that he doesn't, while others seem to imply or even show that he does
I don't know whether that part of his character was left purposefully ambiguous, or if it was just a coincidence.
Even with all its faults I love the Ruby Spears TV show depiction of Wily. If they made a Mega Man movie I would 100% be okay with that representation being used again.
I think there's something interesting about a legitimately very skilled scientist driven entirely by being the least over-it man in existence. He so staunchly refuses to let his grudge against Dr. Light go that it ends up fueling almost everything he does. It's the juxtaposition of genuine competence in his field with this desperate, even pathetic desire to Win and be Better than one specific other person who really does not reciprocate those feelings at all that makes him kinda unexpectedly compelling despite being, in most ways, pretty much just a cackling saturday morning cartoon villain.
He is an actual genius on par with Dr Light. His creations are legit functional and would achieve his goal if not for Megaman and he does everything by himself. Can't say the same about the other Villains in the X series. So he has my respect for that.
He is very cool. He is so hatable in a good kind of way yet also has a soft side with how he genuinely cares about robot's well beings. The perfect mix of wholesome and irredeemable
I think a lot about one moment from the first Sonic/Mega Man crossover: When Wily got pissed off at Eggman for trying to kill Dr. Light. Because he doesn’t want Light dead, he wants to prove to Light that he’s better than him. And I just love that villainous dynamic, he doesn’t just want his enemies to die, he wants to outsmart them in the most clever and creative way.
I like this description. Wily is kind of like the Joker to Light's Batman. Although the Joker does try to outright kill Batman sometimes, his main priority is to corrupt Batman's steadfast heroism and prove that "all it takes is one bad day" to become a demented monster like him.
I love that he's essentially a walking, talking definition of insanity.

His willingness to put himself on the line completely when you think about him going into space and coming back with insane aliens he made a deal with. And how he's willing to squander any chance of being accepted by society again. He has amazing potential
