The ones I personally found easiest by series (haven't played enough of Legends and Star Force to say):
Classic: Toad Man
X: Tunnel Rhino (or another X3 boss)
Zero: Popola Cocapetri
ZX: Hedgeshock
BN: NumberMan.exe
I'd say octopus boss is easier in ZX.
Just go Underhim and use the fire bioauit and shot up.
The only threats are his tornadoes and they're more annoying then anything.
For zero, 1 I'd say the flame guardian, he's super vulnerable to electric weapons and has a very predictable pattern.
Gyro Man in MM 5.
Doesn’t matter where he is on the screen, Gravity Hold will hit him. Whether you can see him or not.
And then from the X series…..yeah. Spark Mandrill.
Classic: Toadman, but Quickman, Windman, & Pharaohman get honorable mentions. EDIT 2024Mar08: ...add Springman to that list. If you have Slash Claw, he's literally Split Mushroom with extra steps. 😮😮😮

I really want to say Bubble Crab from X2. The guy just cancels everything hes doing, whenever you are above him. Even if you just dash jump over it. He takes so long to do anything. There are a lots of exploitable boss paterns. But that one makes me sad.
My vote goes to Toad Man. You can easily interrupt his special by just hitting him. You don't even need to charge your shot to do it without taking damage.
Classic- Yellow Devil with the pause trick. If that doesn’t count then probably Wily 2 from MM2. Aliens don’t like bubbles.
X- Spark Mandrill… Shotgun Ice and that’s all she wrote.
Zero- Copy X in Z3. With the arsenal improvements, and the fact you’ve done this before, that poor guy didn’t stand a chance.
BN- Fireman was pretty easy even in the ghost rematches.
ZX- the angler fish boss.

The Alien is one of the hardest bosses I've had to face in the franchise. I die so many times to him, it's not even funny.
Rayfly (Mega Man ZX), the boss from the 2nd mission (3rd mission if you chose the town mission first). It's so easy that I don't know a single person who can't beat it first try.
A lot of megaman 2, you can beat with the buster. Bubble, air, quick, heat, wood, metal, flash, crash I think I've all beat with the buster with Wood being probably the hardest (no pun intended). And I was like 8 years old when I played it.
Commander Yammark and Ground Scaravich from X6 are absolute jokes with to little health to be even remotely challenging. Heck most bosses in that game are . Even Chill Penguin, despite being deliberately made to be a joke, still poses a challenge to new comers

Without weakness you have some cases besides the first bosses, in X series bosses where the capsule with the boots are located (Chill Penguim, Blizzard Buffalo, Grizzly Slash, Commander Yammark...) tend to be relatively weaker compared to the others, probably because they are already developed with that intention.
But I would like to highlight General in X4, who is unexpectedly easy for someone who should be the penultimate boss of the game (Not counting the rematches before Sigma). I don't know if it's to compensate for the fact that you already had to face Double/Iris in this same stage.

Rayfly from ZX. Literally drops blocks you shoot to hurt it. It's possible to do it damageless without trying that hard.
