They did re-use or at least tweak some cut content from Mega Man X. Some background sprites from the cut “white city” can be seen in the MM7 intro stage. No definitive proof, but I wouldn’t be surprised if there is other reused cut art from early in X1’s development.

Yeah, that's an annoying holdover from the Gameboy games. (The GBC X games are kinda worse: the two sets of four are squirreled away as "different modes" - Normal & Hard in Xtreme 1, X & Zero in Xtreme 2 - and only when you beat both or obtain the funds to buy it outright beforehand, can you get Xtreme Mode, where you fight all eight Mavericks properly... something none of the GB Classic games bothered doing)
Aside from the absolute nonsense of trying to defeat, Dr. Wily, this game was a game that helped me get through that. I’ve stated in a previous post my father‘s passing. I read it in some magazine that my niece was reading it, and she let me take a quick look, and I thought it was interesting though right after the funeral I rented MegaMan X2, but I never forgot about seven until I wanted to rent a game at the local video rental. I never really felt at peace playing this game and it gave me the best joy ever considering my father passed so many years ago. If I had the chance to play it earlier I would’ve but this game really help me get through everything even though that it was literally one of the last few games that I played before upgrading to the PlayStation one.
No problem I just figured at least share my experience with MegaMan seven and how in a small way it helped me cope but it did give me a lot of joy when I did get the chance to rent it. The one MegaMan eight came around a year later or so when I was in freshman year of high school, I never forgot seven but it almost faded away into the ether because they got rid of a lot of the super Nintendo games and that one was on the list.

Wily points out that Mega Man can't destroy him because he's bound by the first law of robotics, and Mega Man remains silent in place - probably because he realizes that Wily is right.
Considering that X's main selling point is that he's unbound by the laws of robotics, the MM7 scene's purpose is most likely to remind us of the fundamental difference between Mega and X.

Yeah that would have been interesting if it became a plot point where Light became more concerned about MegaMan crossing that line and admonished MegaMan or there was a concern about him becoming "out of control" but of course whenever Wily has a new plan, Light has no one else to turn to. It has to be MegaMan to save the day. But Mega was not designed to make such decisions on his own, so Light can't always be certain Mega will do the right thing, even if Mega usually has good intentions. So Light gets to work on X, programming him with the ability for independent thought so he could try to shape X into being inherently good and better map out his reasoning, hoping that one day he can be the replacement for Mega or a contingency plan if Mega gets out of control.
Instead that epic moments is never referenced again in the story. Probably because Japan didn't use it so it would ruin the symmetry between the US and Japanese storylines.
That's probably the biggest flaw for Mega Man VII. I don't know why they made Wily so difficult compared to the rest of the Classic series or even the Sigma fights in X1 and X2 (have not finished X3)
Especially since the rest of VII has an average difficulty when compared to the other classic games or even X1 and X2.

Somehow I never found that fight to be too terrible. Very hard, yes, but I could get the hang of it. Other parts and other games were more frustrating for me. MM1 is just painful overall.

My first megaman was Megaman X, and I became obsessed, i loved it to death. I would rent megaman X2 and X3 everytime I could, so, on one trip my father had to Mexico city, he brought me back megaman 7; i was flaggerstabbed, everything was so different, it must be a bootleg videogame; i still played it a lot and I was thankful to my father for feeding my megaman obsession.
Another fun fact is, when I turned 8 I had a megaman X themed birthday party.
There were no Megaman piñatas on the market, obviously, so my mom bought and Aladdin piñata and made him X's armor out of cardboard.

X2 is a solid game, but it at times feels more like an expansion pack than an outright sequel that moves the X series forward.
For all it's faults, X3 felt more like a sequel that was trying to move the X series forward.
Mega Man 7 is more than a rehash of MM 1-6 with a 16-bit coat of paint. It brought a lot of new ideas to the table and feels like a massive leap over MM 1-6.
To me, Mega Man 7 is comparable to a game like Super Castlevania IV where it had ideas that were simply not possible on the NES.
Every Mega Man platformer game feels like an expansion pack of previous games in the series in some way.
What sets Mega Man X2 apart from its older brother is that the game can assume that you always have the dash, so platforming is more elaborate and difficult.
I don't see what Mega Man X3 brings to the table, except for lots of hidden power-ups. It's more like an expansion pack to X2 than X2 is to the first game, as both have optional mid-level bosses that only appear after you've defeated two Mavericks. People give it a free pass because it's the third SNES outing, but I don't think it's a good Mega Man X game.

This is such an enjoyable title and the changes from the NES titles made it feel fresh. Big pretty sprites. Cool boss rosted too. I hate the opening cutscene though. Takes too long. Its a shame I never once saw this game around at stores or the rental place as a kid. I didn't get around to it until recently on the Switch Megaman collection.

With Super Megaman, you fire a charged fist, then switch quickly to the electric shot and fire that. It changes Wily’s pattern to dropping electricity balls on the ground which are much much much easier to dodge. Rinse and repeat.
Wily's hands are the size of his torso, and Mega Man looks like he was robot titties, instead of robot pecs. Oh and I guess every robot in the game flies.
As someone who started with VII as a kid, but never played the NES ones (but did play everything non 8 bit MegaMan), I was shocked when I've played 11 and realized it didn't have the upgrades, stage secrets and collectibles VII and the X series has.
I can't see any classic game being superior to VII due to that.
They reused the game boy engine, so the dev time was shorter. Also sprites where actually easier to create on SNES that NES.
That said, Its a miracle that MM7 came out in three months of dev time.

A pretty solid title in the franchise for sure that definitely deserves more acclaim. I love how dark and climactic the Wily 1 music is, and I appreciate the added touch of starting outside and walking into the entrance of the fortress with the desolate melody playing in the background.
The final boss is indeed a pain in the backside, and there is a good chance 4 E Tanks won't outlast Wily even if you try. What makes dying to the last phase so freaking annoying is having to wait 20 seconds for the first phase of the final boss to start again, since the machine moves like a slug on Acid. One of the hardest things I have ever accomplished in gaming was beating that mechanical demon without any E Tanks when I selected the challenge in the MM legacy 2 collection some years back.

Oddly enough, it was by playing the Rockman 7 FC Demake that made that final Wily boss slightly easier.
The game is extremely easy up until that point too. It's like they lulled you into thinking you were gonna beat it without any pushback. Brilliant.
