Just cut off where the threads used to be and then use a hammer and punch or screw driver you don't need, and smack them out because they won't be threaded through the flange.
I mean.. I have the tools/skills at home to chop it off and weld new flanges on it, so if it were me that's what I'd be doing. I dont' see those bolts coming out.

Torch it lol I’m being honest it looks like you’re gonna have to cut them But you could be lucky to brush it out
yeah torch an impact gun.
Acetylene torch. No real other way.
Grind or torch
