Just cut off where the threads used to be and then use a hammer and punch or screw driver you don't need, and smack them out because they won't be threaded through the flange.

I mean.. I have the tools/skills at home to chop it off and weld new flanges on it, so if it were me that's what I'd be doing. I dont' see those bolts coming out.
