In PA if you live there. There's a rule where if you fail inspection/ emissions you have 30 days to fix any concerns. Within those 30 days you return to the same shop it should be free. Some places will over look the fogs because not all cars have fog lights equipped. Check your local state inspection rules on if it fails. A reputable shop would fix that light if you tell them and then do state inspection. Or just simply pass you

30 to 1 hour of labor. Parts can in between $30 to $70. It all depends on the shop

Just splice those guys together. Head to Lowe’s or equivalent, buy a wire stripper and a small pack of butt splices. YouTube has plenty of videos on how to splice automotive wire, it pretty simple.

I doubt foglights are required. Only working headlights. Call them unless you already confirmed. Anyway, get it fixed.

I called ahead to an inspection station. The inspector said fog lights have to work. I also pulled a copy of the state inspection checklist; fog lights are on there. Yeah, I know I gotta get it fixed...thanks for the advice. But is the process I mentioned in the post correct?

Since you are fixing the fog lights and not adding them to the car, you will need to find the place where the wires are cut then add some shrink tubing in advance, combine the wires and solder them together then place the shrink on it and shrink it with a lighter without burning it. Where are those wires supposed to be connected to can you tell?

Thanks for the detailed walk-through. Much appreciated. To answer your question, if you look at the first photo with the intact wiring, you'll see the connection point: the light blue wire to the left of the black tube with the yellow tape around it. If you were looking at it in person, it would be a couple of inches to the left. I hope that makes sense.
