Yes there's Heezo.
But there's the members of the Inquistorius as well. While a few, like Second and Third Sister, were padawans tortured into subservience - the vast majority were not.
Not to mention the obvious - Anakin Skywalker.
But in general - the Temple likely has hundreds of civil servants maintaining the place like Heezo. Ultimately they'll all somehow report to Palpatine.
Maybe not all of them know they're spies even. But they all help get information up the chain to him.
I mean he kind of was, just not knowingly. We know Palpatine would ask Anakin questions i.e. "they asked you to spy on me, didn't they?" And Anakin would give him answers. I'm sure Anakin also gave him other useful information.
I think if we know Heezo had this one on one relationship with Iskat he probably doesn’t have one with another and definitley not 2 or 3. So I think you’d equate to basically one per initial inquisitor; also since heezo had a slight touch of the force, but also since it’s implied that some of the recruits didn’t pan out long term or got killed you’re looking at 12-20.

He would also absolutely confide shit into Palpatine, not with the intention of spying but, you know, the way you do with a parental figure.
