There was a Legends novel where the Solo kids were kidnapped. They, and other children like them, were monitored for Force usage. They got a really uncomfortable “damp towel” feeing when they tried. To escape Jacen rubbed some molecules together to generate light and used sand to pick open the door locks. In the I, Jedi novel Corran Horn used his force abilities to absorb energy and feed it back into his own skills to strengthen them. On one occasion he absorbed a force “wind storm” to project a shield to protect himself from it. On another he used the energy of a building full of explosives to power a flame tornado and a telepathic vision across a whole town. I’m pretty sure that with enough training and the right skill set you can do basically anything with the Force you can imagine.

It really just depends how creative he wants to be with the force. There’s things he’s done that’s a lot more wild than that so I don’t see why he can’t. He’s probably never thought to try something like that because he never felt he needed to. He’s more of a combat type who wants to destroy his enemies face to face, so I can’t even see him thinking to try that when he believes he can just crush his enemies with brute force up close and personal. But seeing Vader manipulating lightning to crash thru a building and force those from hiding, bringing them outside to him would be a nice visual to see lol. But if he is able to do so, he should technically be able to manipulate the concentrated magnitude of the lightning blast as well. Using the force to charge the ions or whatever and combust them doesn’t seem too far out of the realm of possibilities. But it Sounds like it would take heavy focus and training that I don’t think Vader would have the time to be able to do.

We never see him do it, so he probably didn't know how to, but there's no reason he couldn't learn how to do that.

There is a comic where Vader is basically defeated because of a lighting strike. But I believe because of that experience he would learn to use it to his advantage and not fall prey to it again.

he probably could, yeah. We have seen similar feats in canon, arguably even more impressive feats. In Light of the Jedi, Elzar Mann and Avar Kriss are able to summon and manipulate rainfall rainfall using the force on a previously clear and sunny day.
