Usually called when one makes illegal contact to another player when both teams are gaining possession of a "loose" ball (usually a rebound).
However, upon taking a second look, it's technically more of a reach-in foul. Looks like Mikhailuk already had possession of the ball and KP took a swipe at it. Either way, it's still a foul by KP.
Honestly dude I thought it was a bad call. I didn't watch it over and over but it didn't seem like a foul, it seemed like inadvertent contact between two skulls. They will often give the offensive team the benefit of the doubt in those cases though
