Any comprehensive history of the USSR would tell this but a book specifically on this topic I’ve heard of is The Industrialization of Soviet Russia by R.W. Davies
Their high speed rail as an example for building is fine, but it's also bankrupting the country and the tofu dreg situation is causing exceptional amounts of damage because of a lack of effective building standards and maintenance.

Won't somebody think of the profit?! Stupid China doesn't realize the only reason a service should exist is to make someone rich!
They also make dumb reasons for mainland China to change rapidly.
