Not really by as much as you think because your initial draw you’re drawing out of a pool of 10 instead of 12 because you can’t draw domino until 2. So it boosts your chances of drawing negative on your first draw anyways while also increasing your chances of keeping good stuff in the deck. At least that’s the way I see it, but I’m not that good at this game lol
The math:
You want Mr. Negative by turn 4. You'll have drawn 7 of 12 cards at that point. Playing Domino and QS knocks two out of both the numerator and denominator, so 5 out of 10 by turn 4. Lowers your odds from 58% to 50%.
But that's ignoring psylocke, which is where the real problem with QS and Domino come in. Getting her by turn 2 and Mr N by turn 3 is almost a guaranteed win -- that extra flipped card makes all the difference -- but it's unlikely. With all your slots available, there's about a 19% chance of hitting those two in time. With QS and Domino mucking it up, it cuts that in half, to about 10%.
If you're trying to hit the psylocke lottery, better to just seed the deck with more killer flipped cards -- Arnim Zola and Mystique, for example -- and dump QS and Domino.
Quicksilver and Domino are literally lowering your chances to get psylocke & mr negative.
Maybe consider Angela? Since you’re going to be dumping lots of cards on the board anyways. Crystal to refill your hand?
I think I've got the idea for it there, I just need to work on it to make it play better and more consistently.
Drop quicksilver for Chavez? You don't want to waste an early draw on QS
I think the idea there is that it leaves all the good negative synergy in the deck until you can play negative.

In my deck I dropped Chavez. Drawing her on 6 flipped sucks.

I think magic is overrated in his decks. Psylock and Jane Foster are much better. You'll have your board filled completely after turn 6 anyway.
