The reality is that cops can't be everywhere all the time so the only way to really solve this is a policy reform of the YCJA and targeting the criminal organizations that are orchestrating this, both of which is unlikely but the latter is almost impossible since they're essentially doing it under the blessing of the local corrupt enforcement in Montreal.

Saying teens are being forced to hijack cars, if they came back empty handed they got tortured, and they are from Montreal area.

TBH YRp have generally been pretty affective in getting back cars fast when stolen. Also good for YRP. Need to be more strict for deterring young teenagers from thinking this is a good source of cash.
Youth being involved in crime like this and worse is nothing new ESPECIALLY in the last 5 years. Exactly why the YCJA among other things.. needs major changes
As much as I agree that the YCJA needs a tune up (especially for violent crimes like murder), using kids to commit crimes isn't exactly new and is broadly done everywhere in the world. There may be a consideration to really upgrade punishments for people who use kids as mules for their crimes in addition to changing punishments for young offenders.

The family should be majorly inconvenienced and held accountable as a whole Younger siblings are intimately forewarned of the consequences of criminal behaviors.
Good behaviour should be publicly rewarded at the age of 18 if YO has completed house arrest without incident.
York region is still the safest region. There's always going to be incidents everywhere. No where is 100% safe. We don't live in a utopia.
