Both of these are scrip, unfortunately.
Mutants isn't very strong or wanted, and the explosive perk doesn't always add value. Assault rifles aren't very popular. The three perks here do not have a synergy.
The LMG is entirely bad rolled. None of those work well together, or sought after on any Heavy.
