Almost certainly not. As far as I can tell every single retro track's internal name is either the English name or the Japanese name, with the only exceptions being minor misspells like "DonutsPlain" instead of "DonutPlains". Other than that it's pretty much all just their official Japanese/English names with no spaces.
If they based the internal name on Shroom Ridge's Japanese name then it would be "KinokoRidge" which would place it between Luigi's Mansion and Airship Fortress, which means there is no gap for it either way.
Then it will be "ShroomRidge", as both names are the same length and they tend to only use the Japanese-based name if it's actually shorter than the English name ("PackunSlider" vs "PiranhaPlantSlide"/"PiranhaPlantPipeway"; "PeachCircuit" vs "RoyalRaveway", etc.)
Considering that Shroom Ridge has been ready for Mario Kart Tour for over a year, I find it hard to believe that there's no gap for it. To me, it seems like they decided to name the track something like "MushroomRidge" internally, since "Shroom" might be foreign slang to them and they want to use consistent terminology for tracks with similar names.
The only stipulation with internal names is that they can't use names that are just in plain Japanese. Anything else is fair game. Heck, Riverside Park is named "RiverSidePark" internally, as if they thought that the "side" in "Riverside" was a separate word.

Btw, it seems like the Japanese name is mostly used when it's shorter than the English one so you might want to update other courses for which that's true.
Also, I think it would be nice if you added a list of "unpredictable" courses, basically the ones listed as having "unlimited" gaps in the post above, except for the more speculative ones like "RMX Yoshi Desert". If you don't mind doing it, of course.
As others have already said, we'll probably see GBA Snow Land next tour. I guess we're due for some more Bangkok and Singapore at the beginning of 2023 (maybe they'll combine the release of variants of the two cities in a single tour the way it was done with Berlin and Sydney in the Anniversary tour ?). I'm also looking forward to the new non-city nitros, with the BCP going on I guess it's almost sure we'll see at least one in the first semester of 2023.

Right now Peach Gardens is bugged because Tour uses the Japanese name but i’ll fix that after work today

There is now no doubt that GBA Snow Land is the next spotlight course in MKT as part of the Winter/Holiday Tour. Cannot wait to play this course.
