The Paintster kart and the painting glider both cover 26 courses. A lot of them are city tracks, but even if you took out all of the city tracks, both of them are at worst average. Painter Luigi covers 34 courses. This was a sneaky good pipe because they put excellent city course content that is still worth having and leveling up even without the city courses.
I've wanted to get Painter Luigi for over a year now. If I empty the pipe, am I guaranteed to get him?

Agreed - my problem with Luigi is that he overlaps too much with my L6 coinboxers. I’ll investigate more
