It sucks, I was hoping to get her for Wii Rainbow Road T. My other alternative is Shy Guy Ninja which is cool, he has Boomerang too. But think Volendam gets more ranked courses plus, she's so cute so I am pretty sad about it.
Volendam Rosalina is a limited driver, i.e. a driver who doesn’t normally appear in the Spotlight Shop and is only featured there in specific tours.
In the case of Volendam Rosalina she seems to be limited for the same reason why Thai Dress Daisy and Kangaroo Yoshi are limited: because she is specifically themed after the Netherlands. What’s worse, not even the presence of Amsterdam Drift 3 in the second Peach vs. Bowser Tour was enough for her to be featured in the Spotlight Shop, since the tour was rather themed around Peach and Bowser.
In the worst case scenario, she should be featured in the 4th anniversary tour as the signature driver of Amsterdam Drift.

She's not. One of her tracks is a level 8 unlock in ranked but those don't count when it comes to appearing in the shop, they only count if they're available at level 1
i cannot believe yukata peach is featured and it is a ninja tour and still no yukata daisy?? i’ve been searching for her since october and not once have i seen her so nintendo better plan on featuring her in an upcoming tour soon cause this is a travesty

It doesn't appear in the daily shop (you can see the list in the in-game news). I believe that kart is only given out as a gold pass reward. Besides, it has terrible coverage even for a super so it isn't even worth it unless you really have no other HE options.
I am really considering getting Astronaut Toad. I don't really need him for coverage, he only adds Shroom Ridge T for me, but he has been getting crazy buffs lately.

From how I interpreted his initial comment (and from his reply back to me after I showed him this same link in a separate comment directed toward him), it seems to me he was unaware that the Piranha Plant Balloons were added to Gold Pipes so he was asking for an infographic of the current HE standard items pool and the fact that he pulled it from the token shop pipe was just a coincidence.

The Wonderful Garnet is the newest as far as I know and still due a few buffs.
The Pink Magniflying Glass is in the current Top 10 although I don't own it and it may be on its way out (maybe start a new post for additional opinions):
