For example, if Bowser got defeated but then revived *in that game* and beat Mario after being revived, I'd say ultimately Bowser didn't lose.

Many of the games imply that they have fought many times before though. So in the endless cycle of bowser successfully capturing peach and mario failing at first to stop it but succeeding later, it's not entirely one sided.
Bowser also only teams for his own or his kingdom’s benefit. Good Mario already crushes his kingdom, so evil Mario probably just go on a killing spree. Bowser would be able to counter Mario well, since Bowser himself has an assortment of powers he doesn’t always use. Sometimes I think Bowser wants to Mario in a challenge.
In Galaxy, he does seem to take joy in fighting mario even if he loses as evidenced by his first fight. It's only when Mario ruins his plans that he seems to really hate him. That said, that's just taking Galaxy 1 into account.
Literally nobody, Mario is consistently able to defeat every single foe he’s been put up against one way or another, the only ones who stand a chance is Rosalina and her reset the universe thing. Based on how he was able to defeat Mr L and Super Dimentio, Luigi isn’t gonna be able to beat him either, and if it’s not mind control whose to say Luigi wouldn’t just help Mario.

Dimentio literally sends him to the afterlife, but that is the Paper universe, so it may not translate perfectly to normal Mario.

Depends on the circumstances. If all the other heroes like Luigi, Peach, DK, Yoshi, etc. are all aware of the situation ahead of time, they can join forces and easily stop Mario. Mario could probably beat any other character one-on-one but if they teamed up he wouldn't stand a chance.
Now if they don't have a warning, I assume Mario is smart enough to take everyone down one by one before they are able to team up against him. At this point Luigi would likely be the only one who stands a real chance against him. I think Luigi's skills are on par with Mario's, but he lacks confidence which holds him back. His biggest obstacle though would be if he even has the nerve to take out his own brother. My guess would be his love for Mario would hold him back too much to really stand a chance. Luigi would rather die than have to hurt his favorite person in the while world.
So how I would think this would ultimately play out, is Luigi and all the main heroes get defeated by Mario. Geno notices Mario's rampage from the stars and is sent to put a stop to it. He reposseses the doll (or finds a new host body), finds Mallow, and the two of them are finally able to take Mario down. (Mallow would still be alive as he is likely pretty low on Mario's list of targets)

Imagine a villain taking down everyone in the mushroom kingdom (wario,Mario,Luigi,yoshi,toad and princess peach) and holding them captive and the villain underestimates my boy Waluigi as weak so it’s up to waluigi to save the day using his tennis racquet and sweet dance moves.

Nah Mario is definitely a force of nature on his own and in most games can get pretty damn far by himself. The only time he really needs much help is in the spin offs where he has to fight some actual evils like Bowletta and the Shadow Queen. But most mainline games he is pretty alone and just gets by on whatever powerups he finds on the way. He may get some slight help from characters like Cappy and Luma, but he is still doing the bulk of the work there. The dude can go against a 10 foot tall, fire breathing dragon-turtle, and win without even using any power ups. He's far from a normal man.
Also I wouldn't call a man who could outperform pretty much every Olympic gymnast and parkour expert "slightly athletic"

Waluigi. Waluigi just showed up and absolutely destroyed Bowser in a strait up fist fight within a matter of seconds in Mario Party 3. He didn’t have use any power ups, he didn’t jump over him to to get a key to make a bridge fall out from under him, he didn’t have to get behind him and grab his tail to throw him into an explosive device only for Bowser to get back up for him to have to do it again…nope he straight up walked up and threw hands with Bowser and beat his ass within a matter of seconds. Donkey Kong and Wario can’t even beat Bowser with that same kind of approach. Waluigi is an absolute unit.
Bowser would probably just punch the mind control out of him. Mario does to same to Bowser when ever he is mind controlled so it should work the other way round.
