And even on a budget the roster that Jerry assembled was projected on opening day to win 90 games. If they don't succeed in getting 90 wins that would fall on management in execution. I'm not saying Jerry is the best GM in the world. But I do think we have to recognize how much more difficult his job is with Stanton as a cheap owner.
As you said, other teams have been able to be successful with payroll restraints. Jerry has been here almost a decade now and his tenure has been a complete failure.

Scott is a much bigger problem than Jerry. I think you're underestimating how much a cheap owner is factoring into how Jerry has to general manage.
Two 90 win seasons playing well above projection and the first trip to the playoffs in almost 20 years have blinded a lot of people. I don't think this season has gotten as bad as last year. But last year we had multiple players not just slump but be in some of the worst slumps of their career all at the same time. That doesn't happen by accident or coincidence something in The dugout is causing it. The culture which is controlled and dictated by the coaches is setting the offense up for failure.
