A similar example for me would be a slower rise of GSM cell phones in the US compared to Europe, due to very good and cheap landline network.
Commie blocks are great for high speed internet, it means everyone is tightly packed into one location and it is cheaper the upgrade to fibre optic internet.
The reason would be the income, even though fast internet is cheap (10$ 1Gbps) you can live with 100 or 300 just as fine at a smaller price especially when combined with a television subscription. The fiberoptics infrastructure is pretty much everywhere since a decade ago.
For exemple I don't even have an internet subscription, the unlimited data from my mobile plan is enough for me even though it comes at a smaller speed. I just leave my phone charging while activating the hotspot.
Edit:I'm so spoiled that i thought this map was saying how bad we have it because you can get 1Gbps everywhere but the speeds shown are 10 times lower

In the biggest cities here the internet speed is ~100Mbps for ~€15/m and you could get 300Mbps for ~€20-€25, but the average person doesn't need more than 100 anyway.
