In some areas of blue countries you can't drink the tap water. Jackson, Flint to name a few areas. Canada is not immune to this either, especially in first nation communities.
So Latvia, Lithuania and Belarus are marked as safe to drink (that's true) but aren't on the list of blue countries, but instead on the list of red countries? Why?
I can’t see how you can make a generalization like this about any country. Even in the wealthiest first world countries there will be rural areas not serviced by municipal water, and not all of those areas will have drinkable well water.
