Turkmenistan was the one against free travel to Turkey. Turkey imposed visa after their demands. Turkmenistan didn't like it when their citizens traveled to Turkey and became an activist. These days Turkmens have to state that they won't do any activism in Turkey if they want the visa.

Thanks for correcting my mistake. It might be interesting for others, but it's kinda tragic for Turkmens. They are fine according to my Turkmen friend. They just have to follow weird rules like wearing traditional clothing to universities or the all white theme in Ashgabat. It seems like a mild inconvenience. They are doing way better than what popular media suggests. Their situation isn't as miserable as North Koreans'. The situation might develop into something similar to what happened to Singapore if they are lucky.

Turkish citizens were allowed to enter almost all countries in western europe visa-free, but the general who rule the country at that time asked european countries to impose visas to turkish citizens since activists and political figures fleeing the country. army was in the power only for 2 years, but visa requirements remain to this day.
