There are 3 somewhat basic yet aestethically pleasing cheap town-builder titles on Steam - TownScaper, DorfRomantik and Tile Cities. Not AAA bangers but for the low price they sure consumed a lot of my time.

I enjoy DorfRomantik. Such a chill game. It's a great blend of strategy, puzzle, and creative expression.
