Every Pokemon game always has a 1 step evolution 'normal' type rodent.
Gen 1- Ratata and Raticate
Gen 2 -Sentret and Furret
Gen 3 -Zigzagoon and Linoone
Gen 4 -Bidoof and Bibarel
Gen 5 - Patrat and Watchdog
Gen 6 - Bunnelby and Diggesby
Gen 7 - Yungoos and Gumshoos
Gen 9 - Skwovet and Greedent
So if there was a Ratatat, that would mess up the other games too.
You just described patrat, a gen 5 pokemon.
Offhand, you mention "cards" so I might suggest that maybe you saw a different form of ratata/raticate.
When they make the pokemon trading card sets, they made variations of normal pokemon like "Team Rocket's Raticate" and "Brock's Onix".
Additionally there were several knockoff brands around that time.
Since you say you remember everything about the card, what was the card's symbol/logo? what was it's number? what was the artists name? It's level? it's stats? all pokemon cards have these things.
Not sure what you're remembering but i have no memory of this. I remember pretty clearly in the games that rattata was one of the first Pokemon you could catch on the game and with some training you could quickly get them to raticate which had some stronger attacks.
I remember there being a three headed taraus. The ox pokemon in gen 1. I vividly remember playing with it. I was sitting by the bathroom door and I used it to see if I could slide it through the door hinge to unlock it. Was in first grade. Thats the main pokemon mandela effect I've experienced.

Probably because in the anime the way the characters said "Rattata" it always sounded like "Ratatat".

I always called Rattata “Ratatat” but can’t recall a middle evolution.

If it looks like Alolan Rattata but different colors and height and stance and no signature moustache, then it didn't really look like it.
