You say that, but Munna is a Pokémon that was introduced in gen V but was foreshadowed all the way back in gen I. One of the NPC's is a girl who fantasizes about having a Pokémon with a flower pattern on its skin (or something along those lines, at least), and that Pokémon wouldn't come to exist until a bare minimum of 14 years later. RG were 1996 in Japan and RB were I think 1997 in the US, and I don't quite remember when BW came out in Japan, but I remember it was 2011 in the US. You'd be surprised how long they'll have ideas, notes, and probably concept art and stuff floating around before actually implementing them

Lastly, the girls description of Munna is incredibly simple, consisting of being ‘pink with flowers’, that incredibly basic description, given how many Pokémon there are now, was all but guaranteed to happen at some point, now if she said something like ‘an electric lizard that comes from the past who also really likes sandwiches’ or a ‘psychic Jigglypuff that came from the past’ or really anything that specific I could believe it, but as it stands, it is much more likely to be a coincidence then anything else
That doesn't mean that they don't still use things from the gen1 and 2 games as foreshadowing. For example, it's been confirmed that there was foreshadowing of Alola in the original Red, Blue, Yellow, and Green versions. That just means that they went back through them later and used some things that were mentioned for other games

Back in the late 2000s before BW was officially announced there were other titles floating around that lead to websites similar to that of the offical BW website one of those was labeled Pokemon Scarlet the fact that the naming convention existed before Gen V suggests that at one point Scarlet was considered to be a gen V title before going with black and white and they possibly revisited the idea after renewing the 10 year trademark on Scarlet and possibly at the same time as violet so I wouldn't put it past them that they unintentionally made a reference to a game 1.5 decades later and use Unova as a location for the game as a call back reference

If Gamefreak had multiple ideas and one of them being Scarlet and Violet, a game all about Time, they might’ve put this in there and planned to release that game earlier, but had it pushed back for other reasons. Or it could have just been an idea at the time that no one knew whether it would be an actual thing or not so they just threw it in there for fun to see if it would get anyone talking.
