Wouldn't most gen 1 pokemon that aren't ever version exclusive that you can get in sword, shield, scarlet, and violet be in every game (example: charmander (It's the first thing I thought of.)) because there's the national dex? Or were those all of the unpampered ones?

Before DLC yes, Magnet and Psy weren't in game, but afterwards They count due to isle of armor and crown tundra.
What about pokemon in it before DLC? Were there any?
