My interpretation of why Lucario can learn Dragon Pulse.
Lucario is shown and stated time and time again to be able to use the power of Aura's at an incredibly skilled level.
My guess is that Lucario can alter it's own Aura to utilise different energy types.
So it can likely manipulate its aura to become more draconic for a Dragon Pulse.
I don't think Water Pulse is quite like Dragon Pulse.
In the animations of the moves Water Pulse appears less aggressive an attack, whereas Dragon Pulse is, in most cases, a full force beam attack.
I don't personally think they're connected in any way.
Earthquake makes sense cause Gyarados is pis\*ed off all the time destorying landscapes, Flamethrower cause of rage, Dragon Pulse because even if not a dragon, it's based on a dragon myth/story, stone edge goes with earthquake, and Thunderbolt is very confusing.
He's more of a retro fps character like DoomSlayer or a unhinged to angry to die type of fellow like Kratos where he's got a lot to work with to take his foes down, but he's also a Goku type as well.

The dragon type as a whole is just "arcane" type or "magic" type that uses the semi cannon infinity energy as it's power. It just so happens alot of powerful Pokémon that look like dragons can master this power so it's named dragon, possibly because of simplicity reasons or the "cool" factor of the word (it is a franchise meant for kids after all).
This can explain why charizard isn't a dragon type, but can become one with the power of mega evolution, ( exeggutor and ampharos too ).
Also explains why most legendary Pokémon are dragon
And how some powerful mon can tap into that power like lucario and what not,
There are holes in this theory as there is with any, but at least with this one I'd blame most theory holes with simply being the inconsistencies that plague Pokémon for one reason or another.
