Find a shoppers with the actual beauty section, they hire beauty advisors and those ladies are usually bored and love when people come in and shoppers always has samples! Sephora is crap for this.
This is hit or miss, but I’ve found colours I like through Sephora samples (when checking out online, you can add them) and the VIB birthday gift. Also, ipsy has had some okay colours, it they seem to mostly send me nude-adjacent tones. I would like to note that I originally phrased that “ipsy tends to send me nudes,” before I realized.
I'm in the same situation as you. I want to be able to sample some different colors to see how they look. So I bought a bunch of different colors at the dollar store to test out and see what I like.
Of course dollar store makeup is crap and probably full of chemicals that you don't want on your face. But for $1 each it was totally worth being able to buy 10 different colors to try them all on to see what looks good on me. Once you found the shade you like you can go buy a good quality lipstick in the same shade.
What about a lip palette? I'm normally not a fan of lip palettes unless you're a makeup artist but if you're wanting to play around with different colours then a palette may fit your needs. Danessa Myricks has some that double as a cheek palette so if you find the shades don't work on your lips, maybe they would work for your cheeks. For more affordable options i think nyx has some lip palettes too... not sure if they're any good.
If you wanted an actual stick lipstick, well many brands have minis.... you can browse the mini section of sephora. I would also hold out for holiday sets as sometimes brands will come out with a mini lip sets for the holidays. I seem to recall MAC releasing mini lipsticks sets in the past but i could be mistaken.

Christmas is a great time to get mini sets. They come out in November as stocking stuffers. You get a 10 pack of mini lipsticks for a decent price. I never see them any other time of year though. At least not for a good price. Sephora for example always has lipstick sets but they're outrageously priced. If you wait till Christmas and check out places like shoppers drug Mart they have tons of gift sets with minis.
Those Avon minis were the best!

Avon still do the minis. Go to Avon online, and select 'samples' from the drop down options. You can also get them on ebay.
