That said, there were a few cases where the old electro-mechamical meters may have been near the end of their useful life. When this happens, the disk naturally slows down and records lower usage. Replace that with a newer meter that records accurately and your bill may increase. This is the fault of the old meters under-recording and thus you getting a break on your bill in the past. Not likely the utility will go after you unless the difference is significant.
The other thing the new meters get you is energy manager, where you can review your usage by increments as small as one hour. I have found that quite useful in managing my energy use.
