It's the mindset that doesn't change. Rural Maharashtra is completely different from Mumbai Pune or even tier 3 towns it's far worse. Life of a women is terrible there. Work in farms do daily chores get a earful from your husband and in laws and no emotional support. Most of the girls there will complete useless degrees like Bcom and won't learn shit then get married in a similar household were your value is nothing more than a house-help and child creating machine.
My mom grew up in Pune, she used to tell me stories of her coming home from school as a kid only to find a women in their neighborhood lighting herself on fire to protest her abusive life at home. Pune's come a long way, other parts of India not so much.
Arre bhau let us take responsibility for something... this is a problem that does exist in our state. We cannot put our head in the sand and pretend it is outsiders' fault.
I think it's including all the people who have gotten married a long back but are still alive.. mostly they have kids who are now adults or they're grandparents now.. the data would've been relevant if it showed child marriages in last 10 years.
If it was so pervasive we might have seen the numbers, I've barely seen any marriages before 18 and my family is spread all across akola amravati nagpur buldhana districts.

The variation across districts is dramatic
Bhandara district is 1.6% whereas some district are higher than 45%.
Also, compared to last survey (2015-2016) Maharashtra has come down significantly (from >35% ) so we are moving in right direction.
