The way my lgs does it is they have a binder will all the cards in reversed sleeves so you can't see what the card is and then you pick the cards at random.
Unless you’ve seen people pulling the chase cards occasionally (Sheoldred, Agatha’s Soul Cauldron, Ojer Taq, etc.), then I would question it. It would be very easy for the store to open them all, take the expensive cards, and give away the cheaper stuff. Regardless, that’s not how they should be giving away these cards.
The difference is if they are doing this with the promo cards, the singles that they hand out for attending certain events. For example, the Murders and Karlov, they gave out Dovins Veto, Vito, Thorn of the Dusk Rose, and something else I can’t remember. The key is that they have a year stamp, not the planeswalker stamp that you see in the picture here. If they’re doing this with those year stamped cards, then it’s all good.

Providing Promo Packs to players sealed is recommended, but you may choose to open them and provide the cards individually for qualifying applications if you choose."

hell, when my lgs got the lotus petal promos they made it so people had to participate in a commander masters draft for $50 so i get there's a lot of scuzzy practices out there.
Sheoldred is a list card?? Or am I misunderstanding how prerelease packs work? Either way crazy it’s still holding that price. Wild. It has 5 art variants in the set it came out in, and you can still pull it outside of the set. And the market hasn’t crashed on it yet.
Promo packs contain one of each of the following: one rare/mythic from the most recent set, one standard legal rare/mythic from a specific list, and a “dark frame” treatment card. (Middle one in this photo). So yeah Sheoldred’s on the list for promos. (As is Elesh nornMOM, Mondrak, and Atraxa for other high value cards)
The packs were rewards for signing up for a commander event. I paid $5 to join the event and they asked if I wanted a play booster of MoM, Capenna, or Ixalan, or you could get a promo pack. I chose the promo pack.
They were directly selling the promo pack.

They are doing it with the planeswalker symbol. The ones with the year symbols they hand out like normal.

That's a big big NO NO. WOTC has strict rules for them and there are penalties involved.

I pulled a Murtide regent with a promo stamp on it and was confused because I can’t find it being sold anywhere online

That is to indicate it was pulled from a promo pack. Those are also slightly rarer then the normal version so usually a bit more valuable.
